Ground Skimmer (Diplacodes trivialis) is a small dragonfly usually found near to the ground. I haven’t seen them flying high in the air.

Male: Face is white in color, bottom portion of the eyes are light blue, top portion is darker. Thorax is also blue in color with some yellow markings. The last segments of the abdomen are black in color, and remaining blue. Wings are transparent, legs are black/blue.
Female: Female is in overall yellowish in color. Base of the hind wing has red color.
They usually rest on low lying twigs, branches, even small stones or on the ground.
These are just my observations. There can be slight variations depending on age or other factors.
It belongs to the family Libellulidae.
